The Resident Fellowship Program (formerly known as the Christian Men and Women's Shelter Program) provides the basic needs of food, shelter, clothing, medical and recovery services, love and encouragement to a broad base of chronically and short-term homeless men, women and their children. The program is designed to help residents address the personal issues and behaviors that caused them to be homeless while equipping them with the skills and self-understanding necessary to be successful in their recovery. The program provides residents with the tools required to bring about permanent change in the quality of their lives and to help restore them to independent living, breaking the cycle of homelessness in their lives.

Scoring for this section is based on the organizations ability to provide clear, measurable, client-focused stages of change based on participant participation.
A homeless person enters the Mission as a guest and is assigned a bed. Food, clothing, shelter, medical care and counseling is available. Resident receives psycho-social and medical evaluations. Resident either enters the program or is referred to appropriate services. Program participants work toward individual needs-based stability through the program and collaborative services for their first three months (Phase I). Resident increases program responsibility by participating is a series of classes and groups in addition to work training, counseling and job-seeking (Phase II). After six months, resident begins outside employment, develops a savings plan, and begins seeking outside housing in preparation to establish independent living arrangements (Phase III). The resident then moves into independent housing. The program seeks to help homeless men and women address problems and self-destructive behaviors so that when they leave the program they will be connected to a support system and possess the skills and self-understanding to be successful and not return to the self-destructive behaviors causing them to be homeless.
